Zhang Lizhong

Presenting credentials to President Abdulla Yameen on 29 August 2017, Zhang Lizhong presided over the culmination of the Yameen-era Belt and Road infrastructure boom—including the December 2017 signing of the China–Maldives Free Trade Agreement, the USD 437 million ICBC loan for the 7,000-unit Hiyaa housing towers, and the 30 August 2018 inauguration of the USD 200 million Sinamalé Bridge. Following the September 2018 election of President Ibrahim Mohamed Solih, Zhang became Beijing's primary public defender in Malé during contentious debates with former President Mohamed Nasheed over the size of the Maldives' Chinese debt stock, while negotiating the June 2020 G20 Debt Service Suspension Initiative (DSSI) relief on USD 600 million in direct sovereign loans.
